The Tampa Bay Buccaneers today announced the following promotions for football operations staff:

McCartney was elevated from Director of Player Personnel to Assistant General Manager as he enters his 15th season with Tampa Bay. He works closely with Buccaneers General Manager Jason Licht regarding the NFL Draft, key free-agent acquisitions and all other personnel decisions. McCartney oversees the day-to-day operations of the college and pro scouting departments for Tampa Bay.
Biehl was promoted from director to Vice President of Player Personnel, entering his 12th season with the Buccaneers. In his new role, Biehl will direct both the college and pro personnel departments and will continue to oversee the coordinating and compiling of evaluations for all draft-eligible players.
Beistline joins Tampa Bay from the Jacksonville Jaguars, where he spent 12 years as a football database analyst. He assists Vice President of Football Research Jacqueline Davidson in supporting the front office and coaching staff in strategy decisions, with a focus on game management.
Bogan is entering his second year with the Buccaneers and his first as a College Scout, after being promoted from scouting assistant. In his new role, Bogan will be responsible for scouting the southwest region.
Coleman enters his first year as Physical Therapist for the Buccaneers after spending two seasons as the team's physical therapy fellow. He works alongside Director of Rehabilitation/Performance Coach Maral Javadifar in the rehabilitation of injured players with a focus on maximizing athlete performance.
Finnie received his second promotion in as many years, elevating from the team's NFS/Combine Scout to College Scout in 2025. He will now be responsible for scouting the northeast region.
Greene was promoted to Senior Video Director as he enters his ninth season with Tampa Bay. He is responsible for overseeing the video department and maximizing the football technologies used by coaches, players and football personnel on a day-to-day basis.
Hamilton was elevated from director to Vice President of Performance Science as he enters his seventh season with the Buccaneers. He leads a sports science program that promotes athlete health and performance through the collaboration of strength and conditioning, medical treatment and nutrition.
Hardie has been promoted for the second year in a row, rising from assistant director to Director of College Scouting, after previously being promoted from national scout. He will now spearhead the college scouting department and manage the assessment process for all draft prospects.
Morrow enters his third season with the Buccaneers and his first as NFS/Combine Scout, after previously serving as a scouting assistant. In his new role, Morrow is tasked with evaluating players, gathering information and building reports on behalf of National Football Scouting and the Buccaneers.
O'Brien joins Tampa Bay as Performance Dietitian after previously working for a number of professional sports organizations, including the Atlanta Braves, Jacksonville Jaguars, Milwaukee Bucks, San Francisco 49ers and the Washington Football Team. He works alongside Director of Performance Nutrition Jessica Pastuf in helping players optimize their performance through hydration, nutrition and fueling.
Quarles was elevated from director to Senior Director of Football Operations as he enters his 28th year in Tampa Bay as both a 10-year player and Super Bowl-winning linebacker (1997-2006), and now member of the front office (2007-present). In his role, he works with the head coach and general manager in organizing day-to-day operations of the team, while assisting with roster management and overseeing player travel and transportation.
Richter was promoted from assistant athletic trainer to Associate Athletic Trainer as she begins her fourth full-time season with the Buccaneers, following two years as the team's seasonal intern. She aids in the prevention, treatment and rehabilitation of player injuries.
Scannell enters his 11th season with Tampa Bay after being promoted from Director of Pro Scouting to Director of Player Personnel. While previously focusing on advance scouting of opponents and player evaluation across professional leagues, Scannell will now have a more wide-ranging role as he becomes more involved with roster management as well as player evaluations across all levels.
Schmetzer begins his fifth season with the Buccaneers and his first as Equipment Manager, after being promoted from assistant equipment manager. He assists Equipment Director Brad Berlin in managing all of the team's equipment operations and logistics.
Taylor was elevated from video assistant to Video Director as he enters his ninth season in Tampa Bay. In his role, Taylor works with Senior Video Director Brett Greene to maximize the football technologies used by coaches, players and football personnel on a day-to-day basis.
